Join us as we speak with thought leaders to discuss the challenges, concerns, and technologies brought about by the pandemic and social isolation. The panel is a part of the Chamber's Healthcare and Life Science Committee's programming and will be moderated by Meggie Soliman, PMP, CSPO, CSM, Director, Strategic Innovations, Applications with DSS, Inc.

Ann Berner
Ann Berner is the CEO for Southeast Florida Behavioral Health Network, the managing entity for the Department of Children & Families and is charged with overseeing $74 million annually in publicly funded substance abuse and mental health services in Indian River, Martin, Okeechobee, Palm Beach, and St Lucie Counties. Ann is a long-time resident of the Treasure Coast and a graduate of the University of Central Florida. With over 20 years’ experience with DCF, including District Administrator for the Lakeland area and Florida’s Statewide Director for Economic Self-Sufficiency (Medicaid eligibility, SNAP and TANF Cash Assistance), she embraces extending a hand-up to our vulnerable neighbors in need and those individuals in crisis.
Starting in 2012 with the introduction of Managing Entities, Ann became the first CEO for SEFBHN. She recognizes the importance of cultivating effective working relationships between the local behavioral health provider network and Child Welfare, Juvenile Justice, the State’s Psychiatric Hospitals, primary health care providers, and both local government & law enforcement agencies. Ann is passionate about establishing “unconditional care” as the standard for behavioral health services; promoting the values of a Recovery Oriented system of care, and committed to improving the trajectory for those individuals at the greatest risk of not achieving their full potential.
Mary Claire Mucenic, Ph.D.
Dr. Mucenic is the Director of Behavioral and Mental Health Services for Palm Beach County Schools. Prior to this appointment, she served the Broward County Public School District for 18 years as a school psychologist, Coordinator of Psychological Services and as the Director of Support Services for Exceptional Student Services and Learning Support. Dr. Mucenic is a nationally certified and licensed school psychologist. She has served on several university and organizational boards including the executive advisory board for Barry University’s School of Education, the Board of the Florida Association of Support Services Administrators and the Florida Association of School Psychologists Crisis Response Committee. She has also served as an adjunct professor for Barry University in the College of Arts and Sciences, the Andreas School of Business, and the Adrian Dominican School of Education. Her current professional focus is mental health and wellness, positive psychology and mindfulness. Dr. Mucenic is the proud mother of two grown children and a strong child advocate. She enjoys mentoring young professionals and developing future leaders.
Dr. David Laborde, MD, Clinical Advisor, DSS Inc.
David LaBorde, M.D., M.B.A. is the CEO of Iconic Data Inc., a healthcare technology company with solutions focused in the areas of real time analytics, patient flow optimization, suicide prevention and care coordination. He is also a Senior Clinical Advisor for DSS, Inc., a software products and services company that has worked with the Department of Veterans Affairs for more than 25 years. Dr. LaBorde has over 20 years of experience in healthcare and technology and has worked with healthcare provider organizations helping them with strategy, workflow standardization, achieving transparency into their operations, and improving their quality of care and operating performance. Dr. LaBorde previously worked for McKinsey & Company where he focused on providing advisory services to healthcare provider organizations. He has an M.B.A. from Harvard Business School, an M.D. from Yale School of Medicine, a B.S. in Engineering from Georgia Tech and a Georgia Medical License.
Sharon L'Herrou
Sharon L’Herrou is a native of Virginia and has lived in Florida for the past twenty years with her family. She has spent her career in the Human Services field, working on issues such as inclusion for those with disabilities and services for children in foster care. She has been serving as the President/ CEO of 211 HelpLine since September 2016. Most recently, leading the organization during a time of unprecedented uncertainly in the face of a global pandemic, which resulted in dramatic increases in the need for services. Since Sharon’s arrival at 211, she has significantly expanded organizational funding and service delivery by growing programs and launching new initiatives. These include texting and chat services, a Veteran initiative, Disaster Distress support and linkages for those struggling with addiction. She has represented 211 as an expert panelist in a number of forums and has overseen the agency’s national reaccreditation efforts with organizations such as the American Association of Suicidology (AAS). Sharon has a Master’s degree in Educational Leadership with over 20 years of experience in social services and management. Sharon was recently presented with the “Hats Off for Heroes” award from NonProfits First for local leadership.
